While the number of the persons reported to be killed increased, the report "14 months of emergency in Bangladesh: Due process of Law must be followed" emphasises “due process of Law”. It says that in the 14 months, 240 people have been convicted of cases in “connection with the ongoing drive of the military-backed government, against high-profile corruption and serious crimes”. There has been a practice of “arrest first and investigate later”, the report says.

The report counted an additional five persons killed extrajudicially by Bangladeshi law enforcement agencies since the previous monthly report was released, bringing the total to 189 killed since the state of emergency was imposed in January 2007.
