Official Development Assistance (ODA) poses questions for the realisation of human rights in Asian countries.  This conference will be an important venue to critique aid policies and processes and deliberate on alternatives. It will feature case presentations on aid effectiveness from both aid recipient and donor countries in Asia.

Dear Friends:

We are inviting you to participate in a regional conference on Official Development Assistance (ODA) to be held in Quezon City, Philippines on 25 to 27 July 2007.

"Building an Asian Peoples' Agenda on Aid: Conference on Official Development Assistance (ODA) in Asia" will bring together more than 70 participants from various Asian countries to exchange views on the impact of ODA and to come up with a regional policy agenda to advocate for the increase in the quantity and quality of aid.

The Global Call to Action against Poverty (GCAP)- Asia is co-organising this conference with ODA Watch-Philippines.  Sponsoring organisations include Sustainability Watch, FORUM-ASIA, JVC-ODA Reform Network, Social Watch, Jubilee South Asia-Pacific Movement on Debt and Development (JS-APMDD), CCEJ-Korea, SANSAD, and Asian South Pacific Bureau of Adult Education (ASPBAE).

This will be an important venue to critique aid policies and processes and deliberate on alternatives.  Recent studies note that aid for Asia has been decreasing and that most Asian countries are unlikely to address poverty and inequality due to lack of aid as donors have been overlooking Asia in favour of Africa.

The conference will feature case presentations on aid effectiveness by civil society organisations from both aid recipient and donor countries in Asia. Other presentations and workshops will focus on five thematic areas — Poverty and Inequality, Debt and Privatisation, Human Rights, Environment, and Education. This exercise will culminate in the adoption of the Quezon City Declaration on ODA.
