FORUM-ASIA welcomes the new joint report of the United Nations Special Rapporteur on the rights to freedom of peaceful assembly and of association, Maina Kiai, and the United Nations Special Rapporteur on extrajudicial, summary or arbitrary executions, Christof Heyns, on the proper management of assemblies.
Through this report the two United Nations Special Rapporteurs aim to ensure better protection of the various rights of those engaged in assemblies. It provides a summary of applicable international legal standards and principles, combined with practical recommendations on their potential implementation.
The report and its recommendations are based, among other things, on the outcomes of the Expert Consultation on the Promotion and Protection of Human Rights in the Context of Peaceful Protests held on 27 August 2015 in Istanbul, Turkey. The Consultation was facilitated by FORUM-ASIA, and brought together twenty-three participants from civil society and National Human Rights Institutions from across Asia-Pacific.
The report was presented on 9 March 2016 during the 31st Regular Session of the United Nations Human Rights Council (UNHRC). You can download the full report here.
