About:

Kazakhstan International Bureau for Human Rights and the Rule of Law (KIBHR) is Kazakstan’s nongovernmental human rights organisation. It was founded in 1993 and has its head office in Almaty and 10 branches in the regions of Kazakhstan. Essentially, KIBHR is an institutionalised and structured human rights network. Its mission aims to promote:

  • Protection of civil and political rights and freedoms in Kazakhstan and other countries;
  • Democratic development, rule of law and civil society building through education, monitoring (data collection, analysis and spread of information), engaging in advocacy, legislation analysis and its compliance with international standards.

KIBHR implements a number of programmes and projects in the four following areas:

  1. Monitoring and reporting
  2. Legislation analysis and development of alternative draft laws, conducting an institutionalised dialogue with the authorities
  3. Cooperation with international human rights system, including strategic litigation, participating in national, as well as international coalitions.
  4. Education and promotion of the concept of human rights, and establishing an agenda in the human rights field

KIBHR is a member of a number of international coalitions and a recipient of a number of international awards.
